This video shows how to create a new admin token for teamspeak 3 and then use the new admin token

• Login to the gamepanel and goto "voice server" - "users"
• Click the button "new token", copy the new admin token value
• Open teamspeak3 on your computer and connect to your server
• Goto permissions - use privilege key , and paste the token created on the gamepanel(your user should now have admin)
